Percent Change Function: Returns the percent change from x to y as a percentage of x.

If both arguments are unit objects (HP48/49/50 only), the units must be consistent with each other. The dimensions of a unit object are dropped from the result, but units are part of the calculation.

Examples:

If a price goes from $4 to $5, what was the percent increase?
    25 (it increased by 25%)

If a price goes from $5 to $4, what was the percent decrease?
    -20 (it decreased by 20%)

On a test with 38 questions, a student got 3 wrong. What’s his grade?
    92 (His grade is 92%)
Same as:     92

The HP48 and HP49/50 handle symbolic inputs differently.

   HP48:
HP49/50:
